To upload anime, manga, films or any other type of files, there are a lot of sites like, Mediafire, Sendspace, Mega, Depositefiles,etc, where you upload the file you want to share. That site will provide you a link you'll copy/paste in the icon you find in the bar, like this one below. Please, before posting any manga, anime or film, read first the rules to post, check that the manga you're going to post isn't licensed or already posted. If you have any other question, don't hesitate, we're glad to help

Now all you have to do is post it. If it's a new manga (not posted, not licensed) remember to follow the pattern for uploading, you can read Please Register/ Sign In, in order to see the links. . If it's adding a new chapter or providing a mirror link, you just post it in the chosen thread and voilá! About the adverts.. External links to online readers or other manga sites aren't allowed. You can link to the manga-ka official website or vids on Youtube, Dailymotion, Veoh... One more thing, everything you post must be a link on your own, please, do not share links belonging to other people and regarding manga, make sure the scalantion group allows sharing their works.
