Possible, but I think they finally did one reply to someone else, and it might be an issue of English as a second language.

I have a similar problem to another user, but when I installed the game I already had my locale set to Japanese with Beta-utf off, and I tried running it in admin and it still didn't go away  Does anyone know how to fix it?

Not sure about fixing it, but for troubleshooting purposes, the error reads something like:

"There was an address violation during the loading of the module 'Noton.exe.' The address involved 0041929D, while the actual address used was 0000000C."

I wasn't able to recreate your error, so I can only hazard a guess. Usually something like that IS tied to admin permissions. Whenever I run into issues along those lines, I usually start from scratch - uninstall, make sure the computer's language/region are set to Japanese, restart computer, mount the game (assuming it's an .iso, .img, whatever). Reinstall the executable as an admin, and see if that fixes it.

When I first got the game I tried running it in AlphaROMdie, could that be an issue? I tried deleting it completely and changed my region and language to japanese, then installed the game as admin with no luck. Do I need a version that I can mount? This one was just a normal download. I also can still play the game and progress but the only problem is that the popup keeps popping back up 

Edit: I fixed it! I just needed to download a patch and apply it to the game.

That was actually my next question. Didn't even occur to me that you might not since my copy came with it. I'm glad you were able to get it to work!
