I'll have to install the game and see if I have the same problem, but Win 11 does have Japanese locale! Go to control panel. Then, click 'Clock and Region'. Click 'Region'. When the mini window pops up, click 'Administrative'. In the 'Administrative' tab, click 'Change system locale...'. Click on the 'Current system locale' language dropdown menu, and pick 'Japanese (Japan)'. Then click Apply/OK. It may or may not have you restart your computer.

In case OP doesn't provide a new link, I have this that I put on the original thread for its Japanese counterpart!

The MediaFire links in this comment still work! This is the case if you click on the "GALTIA" exe. However, if you click on the "GALTIA_Launcher" exe, it appears to be the cracked version and launches without a softdenchi license key prompt.
